Is my 54 litre fish tank overcrowded?

yes...2 sharks alone overcrowd your 15 gallon tank...you will need a 75 gallon tank to house the 2 sharks alone. Are they red tail sharks? bala sharks? columbian sharks? The bala sharks grow to 14-16".
